大会要項 Regulations 開催日/会場/形式 Dates/Venue/Format開催日：2023年12月17日(日)会場名：きゅりあん（品川区総合区民会館） 6階 大会議室東京都品川区東大井5-18-1 (地図) JR京浜東北線・東急大井町線・りんかい線｢大井町駅｣徒歩約2分、京浜急行線｢青物横丁駅｣徒歩約15分形式：5Rスイス式、持ち時間15分+10秒/手、国内ラピッド公式戦参加者をオープンとグループAの2つのグループに分け、各グループごとにペアリングを行う。グループAは国内ラピッドレーティング1400未満のみとする（国内ラピッドレーティングを持たない場合、国内スタンダードレーティングを引き継ぐ）。1400未満もしくはレーティングのないプレーヤーはPeatixの申し込み時に希望のグループを選択する。申し込み時に希望がない参加者は該当グループに振り分ける。（11月1日発表のレーティングを参照する）Date：Sun, Dec 17th, 2023Venue：Shinagawa Ward General Kumin Hall “Curian”6F Large Conference Room5-18-1 Higashi-Oi, Shinagawa-ku, Tokyo (Map) Format：5R Swiss, 15min+10sec/move, National Rapid RatedParticipants will be divided into two tournaments, Open and Group A. Group A is for players with National Rapid Ratings of under 1400 (If the player does not have a National Rapid Rating, the National Standard Rating will be referred to). Players with ratings under 1400 or not rated can choose which tournament he/she will play in when buying the ticket. Those who don't choose will automatically be paired into the respective group. The order of registration will be based on how early the player put their name on the waiting list, and the ticket fee will be accounted as the participation fee. If there were not enough cancels to make a spot for players in the waiting list until one week before the tournament, the ticket fee will be returned. An e-mail will be sent to the registered address if the participation became possible.Registration Period：From 18:00 on Sunday, November 12th to 23:59 on Thursday, December 14th, 2023 スケジュール Playing Schedule12月17日(日) Sunday, December 17th09:30-10:10  受付 Check-in10:10  開会式 Opening Ceremony10:30  R111:50  R213:40  R315:00  R416:20  R517:40  表彰式＆プレゼント抽選会 Prize Giving & Present Lottery賞 Prizesオープンの上位3名に賞金　1位 7,000円　2位 5,000円　3位 3,000円グループA上位3名にメダル 全勝者が複数出た場合は同時優勝とし、賞金は分け合う。他はタイブレークを用いて順位を決める。オープン、U1400の入賞者と表彰式に残っている者から抽選でChessMood賞を贈呈する。参加者全員、アジア競技大会の公式グッズを含むクリスマスプレゼントが抽選で当たる。Open: 1st 7,000 yen, 2nd 5,000 yen, 3rd 3,000 yenTop three players of Group A will be awarded a medal.Tie-breakers will be used to determine the ranking, and prize money will not be shared among players with the same points.Top three places of both groups, as will as players chosen in the lottery, will be awarded a ChessMood Prize.Every participant can participate in a lottery with Christmas presents including official goods of the Asian Games. 大会の詳細 Other Regulations 大会ルール Tournament Rulesタイブレーク：(1) Buchholz Cut-1（最低得点の対戦相手を除く全ての対戦相手のポイント合計）(2) Buchholz （全対戦相手のポイント合計）(3) Sonneborn-Berger （勝った相手のポイントとドローだった相手の半分のポイントの合計）(4) Sum of the ratings of the opponents （対戦相手のレーティングの合計）(5) くじデフォルトタイム：試合開始後10分以上遅刻したプレーヤーは不戦敗とする。レーティングの変動はない。事前Bye：Bye（不戦）の申告は大会前日18:00まで受け付ける。Bye申請Formに記入のこと。事前申告Byeは0.5ポイント、期限以降の申告Byeは0ポイントとするが、最終1ラウンドの申告Byeは全て0ポイントとする。申告Byeが2ラウンド以上あるプレーヤーは入賞から外す。強制Bye（組合せ上のBye）は1ポイントとする。1ラウンドのペアリングは大会前日の18時以降24時までに行う。前日締切り時間以降のBye申告または大会への参加をキャンセルする場合は、japanchess.info@gmail.comにメール連絡のこと。直前のラウンドで欠席し、かつ、次のラウンドの開始予定時刻30分前までに上記アドレス宛にメールの連絡がない者は、失格とする。例えば、本大会においては、2ラウンドを無断欠席し、3ラウンド目の開始予定時刻の30分前（13時10分）までにメールでの連絡のない者は、13時10分の時点で失格となる。クロック、チェスセット、棋譜用紙は主催者で用意したものを使用すること。棋譜は記入しなくてもよい。試合が終わったら両プレーヤーはお互いの棋譜用紙にサインし合い、アービターに結果を報告する。サインの前に必ず結果を確認すること。携帯電話、タブレット、スマートウォッチ等の電子機器類は、試合のとき完全に電源を切り、カバンなどにしまうこと。それらは試合中、身に着けてはならず、カバンに入れて会場の外へ持ち出すことも禁止する。このルールは電子機器類の電源が入っているかどうかによらず適用され、違反したプレーヤーは不戦敗ではなく、ただちに負けとなる。また、見学者及び試合を終えたプレーヤーに対しても、会場内でのスマートフォンなどあらゆる通信機器類の使用を禁止する。スタート順位を決める基準の優先順位は、国内ラピッドレーティング（持たない場合は国内スタンダードレーティングを引き継ぐ）、称号、氏名ABC順とする。上記以外のことはFIDEルールに沿って判断する。例えばイリーガル・ムーブは違反行為であり、2回目は負けとなる。時計の押し間違い、両手使用等も違反行為である。 Tie-breaks:Buchholz Cut-1 (Sum of the opponents’ points excluding the lowest)Buchholz (Sum of the opponents’ points)Sonneborn-Berger (Sum of the defeated opponents’ points and halves of drawn opponents’ points)Sum of the ratings of the opponentsDrawing of lotsDefault time: If any player is not present within 10 min after the game starts, she/he shall lose the game by default. The game is not rated.Pre-registered byes: Bye requests will be accepted until 18:00 on the day before the tournament by filling in the Bye Request Form.  0.5 points will be awarded for pre-requested Byes, and 0 points for Bye requested after the deadline. The requested Bye for the final 2 rounds shall be given 0 points.  If a player has more than 2 requested byes, the player will not qualify for prizes.Pairing-allocated bye will be one point.Pairings of the first round will be published at 20:00 on the day before the tournament.In case of Bye Requests after 18:00 of the day before the tournament, as well as Cancel of the participation, please contact japanchess.info@gmail.com.If players do not show up in a round, and does not contact the organizer 30 minutes before the next round, the player will be excluded from the pairings for the next round.The organizer will provide chess equipment including clocks and score sheets. Players must use them.Players need NOT record moves. Once the game is finished, both players sign both score sheets and hand over the original score sheets to the arbiters. Make sure the results are correct before signing.All electronic devices including smartphones, tablets or smartwatches must be turned off and stored away. Players are not allowed to keep it on him/her or take it outside of the venue in a bag. When a player breaks these rules, his/her game shall be immediately lost. It is forbidden for anybody to use a mobile phone or any kind of communication device in the playing venue.The pairings will be done in order of National Rapid Rating (If none, the National Standard Rating will be referred to), titles, and the alphabetical order of the players.The tournament will follow FIDE rules unless otherwise stated above.  For example, an illegal move will be penalized and the second illegal move will result in the loss of the game. Pressing the clock by mistake or pressing it with the other hand which touched the pieces will also be judged as an illegal move.メディア関連 Media Related Rules本大会の結果は報告のためインターネット上（chess-results.com）に公開される。 また、棋譜についてもインターネット上に公開される可能性がある。 参加者は氏名、結果及び棋譜の公開に同意しているものとする。試合開始から10分間のみ、見学者にカメラ撮影を許可する。それ以降の撮影は禁止とする。ただし、特別な許可を受けた場合は別とする。個人による参加者の写真・動画（対局中、表彰式等）の使用に関しては、プライバシーの保護に十分注意すること。事前に包括的に了解を取ることに加え、例えば未成年者の場合は必ず保護者の許可を取るなど、個人情報保護や肖像権保護に充分な配慮をすること。本大会の様子を主催者が写真撮影・動画撮影・ライブ中継を行うことがある。これらは日本チェス連盟が管理するウェブサイト・SNS・動画サイト・機関誌などの媒体で公開、使用することがある。参加者はこれらの写真及び動画の公開、ライブ中継に同意しているものとする。The tournament results will be posted on the Internet (chess-results.com) for reporting purposes. The game record may also be published on the Internet. Participants agree to the publication of their real names, results, and game records.Observers are allowed to take photos for the first 10 minutes of each round.  No photos are allowed after 10 minutes, except for the case with special permission.Individuals who wish to use photos or videos of participants (during games, award ceremonies, etc.) must be careful to protect their privacy.  In addition to obtaining comprehensive consent in advance, for example, in the case of minors, the permission of their guardians must be obtained, and due consideration must be given to the protection of personal information and portrait rights.The organizer will take photos, record videos, and broadcast the event live. These may be published and used in media such as websites, SNS, video sites, and journals managed by the Japan Chess Federation. Participants shall agree to the publication and live broadcast of these photos and videos.新型コロナウイルス感染対策 COVID-19 Related Rules「COVID-19ガイドライン4訂版」を厳守すること。All players have to follow the COVID-19 Guidelines 4th Edition. その他 Other Rules主催者は1ラウンド開始前に上記のルールを適切な理由で変更する場合がある。コロナウイルス感染拡大など予測不能な理由により、やむを得ず持ち時間の変更、及び大会開催中止などの場合がある。大会への参加をキャンセルする場合は、japanchess.info@gmail.comにメール連絡のこと。申込期間締切8日前までかつ定員に達していない場合は、返金する。申込期間締切7日前以降または定員に達している場合は、いかなる理由であっても返金しない。個人間で起きたトラブルに関して、日本チェス連盟は一切の責任を負わない。The organizer reserves the right for changing the above rules with adequate reason before the first round starts.Due to the spread of coronavirus infection or other unforeseeable reasons, there may be unavoidable changes to the duration of the rounds or the event may be canceled.Cancellation must be noticed to japanchess.info@gmail.com.Japan Chess Federation shall not be responsible for any troubles between individuals.If there is a discrepancy between English and Japanese, the Japanese version prevails. 主催Japan Chess Federation (日本チェス連盟）
