Step-up Chess Tournament 2023 Haru 初級者のための公式戦はじめの一歩対戦後はアドバイザーが検討のお手伝いをします大会の興奮と楽しさを感じながら会場でチェス仲間を作りましょう！The first step to official tournaments. Advisors will be available to help you review your games.Feel the excitement and fun of the chess tournament and make your chess friends at the venue! 大会概要 Regulations 開催日：2月5日(日)会場名：きゅりあん 5F 第4講習室JR京浜東北線・東急大井町線・りんかい線　｢大井町駅｣　徒歩約2分京浜急行線　｢青物横丁駅｣　徒歩約15分形式：持ち時間15分+10秒/手、4R スイス、NCSラピッド公式戦ルーキーズチェスとステップアップチェス大会の両方に参加することも可能参加申込参加条件：NCSレーティング1400未満またはレーティングなしのNCS会員であること(年会員あるいは1大会会員）参加費：2,500円参加申込： 申込期間内に Peatix にて購入（上限：30名）申込期間：2022年12月9日(金) 18:00 ~ 2023年2月2日(木) 23:59Date (Dates): Sunday, February 5Venue: Shinagawa Ward General Kumin Hall “Kyurian”5th Floor, Seminar Room 4Format: 15min + 10sec/ move, 4 Rounds, Swiss, NCS ratedIt is possible to participate in both the Rookies Chess and Step-up Chess Tournaments.RegistrationEntry criteria: NCS members (yearly or 1-time tournament members) and for U1400 or UR onlyEntry fee: 2,500yenRegistration: Purchase tickets through [Peatix] during the application period (Only – 30 spots)Entries are accepted: Between 18:00 on Friday, December 9, 2022, and 23:59 on Thursday, February 2, 2023 スケジュール Playing schedule 2/5(日)13:45-14:15　受付 Check-in14:15　開会式 Opening Ceremony14:30　1ラウンド開始 Round115:30　2ラウンド開始 Round216:30　3ラウンド開始 Round317:30　4ラウンド開始 Round418:45　表彰式 Prizegiving 賞 Prizes 1位-3,000円、2位-2,000円、3位-1,000円全勝者が複数出た場合は同時優勝とするが、他はタイブレークを用いて順位を決め、同ポイントで賞金を分け合うことはない。1st-3,000yen, 2nd-2,000yen, 3rd-1,000yen.All players who win all games are tied as the 1st place winners.Otherwise, tie-breaks will be used to determine winners and no two players will share the prize.  大会の詳細 タイブレーク：(1) Buchholz Cut-1（最低得点の対戦相手を除く全ての対戦相手のポイント合計）(2) Buchholz （全対戦相手のポイント合計）(3) Sonneborn-Berger （勝った相手のポイントとドローだった相手の半分のポイントの合計）(4) Sum of the ratings of the opponents （対戦相手のレーティングの合計）(5) くじデフォルトタイム：試合開始後10分以上遅刻したプレーヤーは不戦敗とする。レーティングの変動はない。事前Bye：Bye（不戦）の申告は大会前日18:00まで受け付ける(japanchess.info@gmail.comにメール連絡のこと）。事前申告Byeは0.5ポイント、期限以降の申告Byeは0ポイントとするが、最終ラウンドの申告Byeは0ポイントとする。申告Byeがあるプレーヤーは入賞の対象から外す。強制Bye（組合せ上のBye）は1ポイントとする。1ラウンドのペアリングは大会前日の20:00に行う。クロック、チェスセット、棋譜用紙は主催者で用意したものを使用すること。棋譜は記入しなくてよい。試合が終わったら両プレーヤーはお互いの棋譜用紙にサインし合い、アービターに結果を報告する。サインの前に必ず結果を確認すること。携帯電話、タブレット、スマートウォッチ等の電子機器類は、試合のとき完全に電源を切り、カバンなどにしまうこと。それらは試合中、身に着けてはならず、カバンに入れて会場の外へ持ち出すことも禁止する。このルールは電子機器類の電源が入っているかどうかによらず適用され、違反したプレーヤーは不戦敗ではなく、ただちに負けとなる。また、見学者及び試合を終えたプレーヤーに対しても、会場内でのスマートフォンなどあらゆる通信機器類の使用を禁止する。スタート順位を決める基準の優先順位は、NCSレーティング、称号、氏名ABC順とする。上記以外のことはFIDEルールに沿って判断する。例えばイリーガル・ムーブは違反行為であり、2回目は負けとなる。時計の押し間違い、両手使用等も違反行為である。メディア関連本大会の結果は報告のためインターネット上（chess-results.com）に公開される。 また、棋譜についてもインターネット上に公開される可能性がある。 参加者は氏名、結果及び棋譜の公開に同意しているものとする。試合開始から10分間のみ、見学者にカメラ撮影を許可する。それ以降の撮影は禁止とする。ただし、特別な許可を受けた場合は別とする。個人による参加者の写真・動画（対局中、表彰式等）の使用に関しては、プライバシーの保護に十分注意すること。事前に包括的に了解を取ることに加え、例えば未成年者の場合は必ず保護者の許可を取るなど、個人情報保護や肖像権保護に充分な配慮をすること。本大会の様子を主催者が写真撮影・動画撮影・ライブ中継を行うことがある。これらはNCSが管理するウェブサイト・SNS・動画サイト・機関誌などの媒体で公開、使用することがある。参加者はこれらの写真及び動画の公開、ライブ中継に同意しているものとする。新型コロナウイルス感染対策「COVID-19ガイドライン改訂版」を厳守すること。許可がない見学者は会場内の立ち入りを禁止する。大会開始日の前日までに必ずNCSにメール（japanchess.info@gmail.com）で許可を得ること。ただし、未成年の参加者1名につき保護者1名は会場内に入ることができる。その他主催者は1ラウンド開始前に上記のルールを適切な理由で変更する場合がある。コロナウイルス感染拡大など予測不能な理由により、やむを得ず持ち時間の変更、及び大会開催中止などの場合がある。大会への参加をキャンセルする場合は、japanchess.info@gmail.comにメール連絡のこと。申込期間締切8日前までかつ定員に達していない場合は、返金する。申込期間締切7日前以降または定員に達している場合は、いかなる理由であっても返金しない。 個人間で起きたトラブルに関して、NCSは一切の責任を負わない。Tie-breaks: 1. Drawing of lots.Default time: If any player is not present within 10 min after the game starts, she/he shall lose the game by default. The game is not rated.Pre-registered byes: 0.5 point bye requests will be accepted until 18:00, the day before the tournament. If a player has a requested bye, the player will not qualify for prizes.Pairing-allocated bye will be one point.Pairings of the first round will be published at 20:00 the day before the tournament.The organizer will provide chess equipment, including clocks and score sheets. Players must use them.Players need NOT record all moves. Once the game is finished, both players sign both score sheets and hand over the original score sheets to the arbiters. Make sure the results are correct before signing.All electronic devices including smartphones, tablets or smartwatches must be turned off and stored away. Players are not allowed to keep it on him/her or take it outside of the venue in a bag. When a player breaks these rules, his/her game shall be immediately lost. It is forbidden for anybody to use a mobile phone or any kind of communication device in the playing venue.The pairings will be done according to the NCS rating. If there are 2 players with the same NCS rating, titles, and the alphabetical order of the players will be usedThe tournament will follow FIDE rules unless otherwise stated above. (2nd illegal move – loss of the game. Pressing the clock by mistake or pressing it with the other hand which touched the pieces will also be judged as an illegal move.)Media related rulesThe tournament results will be posted on the Internet (chess-results.com) for reporting purposes. The game record may also be published on the Internet. Participants agree to the publication of their real names, results, and game records.Observers are allowed to take photos for the first 10 minutes of each game, including the use of a mobile, but after 10 minutes, all mobiles have to be put away by the observers, and they are not allowed to use them in the playing room. Exception for people with special permission.Individuals who wish to use photos or videos of participants (during games, award ceremonies, etc.) must be careful to protect their privacy. In addition to obtaining comprehensive consent in advance, for example, in the case of minors, the permission of their guardians must be obtained, and due consideration must be given to the protection of personal information and portrait rights.The organizer will take photos, record videos, and broadcast the event live. These may be published and used in media such as websites, SNS, video sites, and journals managed by NCS. (mail:japanchess.info@gmail.com) However, one parent or guardian per underage participant is allowed in the venue.Other rulesThe organizer reserves the right to change the above conditions in case of reasonable cases before the first round begins.Due to the spread of coronavirus infection or other unforeseeable reasons, there may be unavoidable changes to the duration of the event, or the event may be cancelled.If cancellation is made before the day 8-days before the registration deadline and the number of participants has not reached the maximum number, a refund will be made.We do not refund from 7-days before the application deadline.
