SINCA online 「今、世界にとって重要なテーマ２つディベート」2020年9月13日（日曜日）午後８時 SINCA オンライン・セッション、最近は小グループでのディスカッションとそのレポート、そして全体でのディスカッションというやり方をとってきましたが、この辺りで、本格的？なディベートを企画しています。　２つのテーマとは１．オリンピック・パラリンピックは今後やめるべきである２．ユニバーサル・ベーシック・インカム（UBC）制度を日本でも採用すべきである　　です。　2020年オリンピック・パラリンピックは1年延期されましたが、このテーマでは2020年に限らず、オリンピック自体をやめるべきであるというものです。オリンピックは、4年ごとに開かれる世界的なイベントとして、長い歴史を続けてきました。このままこうした形で続けるべきか、多くの人の海外旅行への懸念や膨大な予算の必要性、地球環境への問題などが議論されてきた中、もう一度基本から考え直そうというのがこのテーマの趣旨です。　社会的に格差が広がる中で、UBCは最近数年間議論されてきました。実際、UBCを実験的に採用している国や地域も登場しています。また新型コロナで各国政府が行った国民への給付金は一種の UBCではないか、という議論もされてきました。　今後、テクノロジー、地政学的、人口動態的な変革やコロナのようなPandemicや気候変動などのグローバル・リスクが予想される中、UBC 政策を議論する良い機会だと思われます。特に日本ではUBCという形であまり議論がされていない様子なので、このテーマを取り上げて、UBCとは何なのか、どう機能するのか、について議論します。　今回はディベートなので、各チームに準備が必要なことから、早めにPeatixなどを立ち上げて、十分な数の登録が確保できるか、をチェックしたいと考えています。テーマごとに肯定側、否定側、それぞれ４−5人ずつ、２ラウンドで20人程度の登録が必要です。チームには参加しないが。ディベートを見たいという方はジャッジになっていただきます。　　ディベートはテーマごとに、肯定側、否定側チームが。それぞれ自分の立場をまず説明（各５分）し、その後、両者で論戦し（10-15分程度）」、最後にサマリーを否定側、肯定側がする（各２−３分）方式をとります。その後でジャッジによる投票を行います。　　テーマを２つ考えているので、２ラウンド。できれば同時並行的に進める予定です。　参加したい方は早めにpeatix のサイトから登録してください。登録の際、どちらのテーマなのか、また肯定側、否定側、ジャッジのどのグループを希望するか、も明記してください。9月4日ごろまでにチーム編成を決め、その後各チームに準備をしていただきますので、登録はお早めにどうぞ。 【参加にあたってのお知らせ】１．セッションはすべて英語で行われます。２．定員40名。先着により申込を締め切らせて戴きます。 定員に達した場合はご容赦ください。 　３．セッション中の様子を写真・動画で撮影いたします。後日、 セミナーレポート等に活用する可能性があります。 ご了承くださいSINCA online Debate  “Let us debate critical topics we face today.”2 rounds of debate to address two important topics of interest now.Sunday, September 13, 2020 8:00 pm After some sessions where SINCA online sessions took the form of discussion in breakout rooms and report back from each group, followed by general discussion, we want to try full-blown debate session on September 13. We will have two rounds of debate for Theme 1 and Theme 2. As in the past debate sessions, we will have Affirmative team who supports the statement and Negative team who opposes the statement, and judges who will observe the debate and vote. Two themes we decided are:　 Theme 1: Olympics/Paralympics should be discontinued.”　 Theme 2: Universal Basic Income (UBI) should be adopted in Japan.! Olympics/Paralympics 2020 has been postponed to next year after some discussion and debate.  This debate will address more fundamental issue of the future of Olympics/Paralympics, and NOT the one 2020.   Olympics/Paralympics has been held every four years as the major event in the past.  The question we want to address is whether it should be sustained or not.  Not only the concern about international travel by many people, but also the huge budget and some issues about sustainability of the earth have been discussed. With this background, we expect the debate on this topic would give us opportunity to think about many issues.  Universal Basic Income has been debated for some time, as the inequality has widened in many parts of the society. Some countries/regions have already experimented the feasibility of UBC.  Cash payment and other fund offered by the government to the total population in the wake of Covid-19 is sometimes perceived as one form of UBC.    As the world undergoes tremendous transformation with technological, geopolitical and demographic changes (not to mention global risks including pandemic and climate change), the policy of UBC needs to be addressed.  As UBC has NOT been discussed as much in Japan, we want to address this issue so that we understand what it is and how it works.  As we need preparation by the teams to build their own logic before the date of the session, we will open peatix site now, to see whether we can recruit enough number of people for two rounds of debate.  Each team (Affirmative and Negative) will have some 4-5 people each and, thus we need some 20 people to register to hold two rounds of debate.  We will accept people who would like to join judge group, too.  Debate will proceed as follows:    Initial remarks from Affirmative group (5 min.)    Same from Negative group (5 min.)    Discussion within each group (3 min. if we have it    Rebuttal/Q & A between affirmative & negative (10-15 min.)    Summary from Negative (2-3 min.)    Summary from Affirmative (2 -3min.)    Vote by judges For those who want to participate in debate, please go to peatix site and register. When you register, write down which topic(1 or 2 above) and which group (Affirmative, Negative or Judge) you want to join.   We plan to form the teams by Sept. 4, so that each team can prepare their logic.  So please register soon.(Note)1．All session will be conducted in English.2．The maximum number of participants are 40, so if the total numbers of applicants exceed 40, we cannot accept the application.3．We will take the pictures and video throughout session, and we may use it on SNS or HP.
