The lecture will address possibilities for collaboration to address these challenges, in particular - the need for global norms to help protect vulnerable social functions; the need to quickly identify transgressions against norms both to ensure accountability and manage escalation to avoid a cyber silent spring; and the need to establish measurement of cyber ecosystem health to ensure nations, companies and individuals have incentives to keep the system clean.基調講演:安全なサイバースペースに向けた国際連携急激に変化する世界を結ぶデジタル・エコシステムとしてのサーバースペースのありようは、鍵となる世界的な難題を提示している。すなわち、必要不可欠な経済・社会機能がデジタルに依存していること、隠れた攻撃を行う能力が破壊規模を増していること、である。言い換えると、エコシステムの中の全員にとってリスクを創り出すような脆弱なシステムとなっているのだ。この講演は、このような難題に取り組むための協調の可能性を考察する。特に、脆弱な社会機能を保護する助けとなるような世界的な規範の必要性、すなわち、規範に反する違反を直ちに明らかにして、説明責任を負わせ、違反拡大を抑えてサイバーサイレントスプリングを回避するというニーズ、サイバーエコシステムの健康の測定法を確立してシステムをクリーンに保つインセンティブを持つ国家、企業、個人を保護するというニーズについて、述べる。About Panel Discussion: Globally accepted norms in the fractured cyberspaceThe panel discussion will focus on the belief that cyberspace is increasingly becoming fractured, with issues such as cyber sovereignty and competing models of internet governance, possibly leading to a Balkanization of the internet. What kind of norms are needed? How they can develop? Above all, how can we ensure these norms are created and accepted at a global scale?パネルディスカッション:サイバースペースの分裂を防ぐ信頼構築に向けてこのパネルディスカッションは、サイバースペースがますます分裂してきている、という確信に焦点を合わせる。サイバー統治権やインターネット・ガバナンスの競合的なモデルがインターネットをバルカン半島でそうであったように分裂させているという課題についてである。どのような規範が必要とされているのか。それはどのように開発されるのか。中でも、これらの規範が創設され、世界的に受容されるのかということを我々はどのようにして保証できるのだろうか。About Guest Speaker:Dr. Greg Rattray is currently Senior Research Professor at the School of International and Public Affairs, Columbia University with a research focus on improving public-private partnerships for cybersecurity and improving global cyber governance. He is also Partner and Founder of Next Peak LLC, a cybersecurity risk management firm. Previously, Greg was at JP Morgan Chase as the Global Chief Information Security Officer (CISO) and then headed the Global Cyber Partnership team responsible for cybersecurity policy advocacy with industry partners, government agencies & global organizations. Dr. Rattray drove numerous industry initiatives including the Financial Systemic Analysis & Resilience Center (FSARC), a private-public initiative to address systemic cyber risks, Sheltered Harbor and the Financial Sector Cybersecurity Profile. Prior to joining JPMorgan Chase, Dr. Rattray was founding partner and CEO of Delta Risk LLC. He served as the ICANN Chief Internet Security Advisor. Greg retired from the U.S. Air Force as a Colonel and served as Director for Cybersecurity in the White House and commanded the Ops Group of the AF Information Warfare Center. Dr. Rattray has a B.S. degree from the USAF Academy, a M.P.P. from the John F. Kennedy School of Government, Harvard University and a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University. He authored Strategic Warfare in Cyberspace.
