「トークイベント：海外から見た日本の言論の自由」

　昨今、与党が大手放送局の経営幹部を招集し、事実を歪曲したなどして番組内容に関する事情聴取をしたり、放送法を持ち出して放送停止の権限行使をちらつかせるなど、政府・与党によるメディアへの干渉・圧力が強まっており、日本における報道・言論の自由や、国民の知る権利が懸念されております。

　さらに、安倍政権の下で、今年5月に安全保障法案が上程され、7月には、多数の市民の反対にも関わらず、衆議院で同法案が採決されました。

民主的な国家において、メディアの活動と市民による多様な議論こそが、権力の抑制の重要な役割を果たします。報道・言論の自由の制約が、盲目的なナショナリズムや、無謀な戦争などの政治的過ちの第一歩となることは歴史が示しています。

　日本における報道・言論の自由が脅かされる中、市民社会、及び、権力監視をする機関であるメディアが、声をあげることが今必要とされています。

そこで、国際人権NGOヒューマンライツ・ナウは、現場での経験・知見を有し、問題提起をされている海外メディアの方・専門家をゲストスピーカーとしてお呼びし、海外の視点から、現在の日本における言論の自由の問題について議論・提言するトークイベントを開催致します。

・マーティン・ファクラー（Martin Fackler）氏 （一般財団法人　日本再建イニシアティブ　ジャーナリスト・イン・レジデンス兼主任研究員/元New York Times 東京支局長)

現在、日本のシンクタンク一般財団法人　日本再建イニシアティブでジャーナリスト・イン・レジデンス兼主任研究員を務める。2009年から2015年にかけて、ニューヨーク・タイムズの東京支局長として、日本と朝鮮半島を担当。2012年には、彼と彼の同僚が行った福島第一原発の事故に関する調査報道で、「日本政府が隠蔽した深刻な失敗を力強く調査した」としてピュリッツアー賞国際報道部門のファイナリストとしてノミネートされた。また、ファクラー氏は、2011年の震災と原発事故に関する日本のメディア報道を批判的に取り上げたベストセラー「『本当のこと』を伝えない日本の新聞」（双葉社）（日本語）の著者でもある。彼は、10年間ニューヨーク・タイムズの支局長を務め、経済記者としても活躍した。2005年にタイムズに入社する前は、東京のウォール・ストリート・ジャーナル、Far Eastern Economic Review、AP通信、ブルームバーグニュースで活動。また、北京と上海ではAP通信で活動した。イリノイ大学アーバナ・シャンペーン校、カリフォルニア大学バークレー校でそれぞれでジャーナリズム、東アジア歴史研究の修士号を取得している。

・中野　晃一氏　　　 （上智大学国際教養学部教授）　

1970年東京生まれ。政治学（日本政治、比較政治、政治思想）。

東京大学（哲学）および英国オックスフォード大学（哲学・政治学）の両校を卒業ののち、米国プリンストン大学にて政治学の修士号および博士号を取得している。1999年より上智大学にて教鞭をとっており、2011年10月より教授。

現代日本政治のさまざまな問題について、比較、歴史、思想的背景を重視した視座から研究を行ってきた。その研究課題は、グローバル化とナショナリズム、靖国問題、言語とメディアと政治、行政改革と天下り、地方分権、政策アイデアの国際的伝播など多岐にわたる。

研究活動のかたわら、海外および日本メディア（The Economist、BBC、Reuters、AP、New York Times、Washington Post、Wall Street JournalやNHK、共同通信、BSフジなど）を通じて、しばしば日本の政治について論評を行っている。また、96条の会、立憲デモクラシーの会、負けるな北星！の会などの呼びかけ人、特定秘密保護法に反対する学者の会の賛同者などとしても活動している。

主著『右傾化する日本政治』（岩波新書）、『戦後日本の国家保守主義--内務・自治官僚の軌跡』（岩波書店）、共著に『集団的自衛権の何が問題か』（岩波書店）、『街場の憂国会議』（晶文社）、『ヤスクニとむきあう』（めこん）など、日本再建イニシアティブ著『民主党政権失敗の検証　日本政治は何を活かすか』（中公新書）ではプロジェクト座長を務めた。

・濱田　邦夫氏　　 　（弁護士/元最高裁判事/ヒューマンライツ・ナウ運営顧問）

1960年東京大学法学部卒業後、1962年に弁護士登録(第二東京弁護士会)。1966年に米国ハーバード大学ロー・スクール大学院を修了し、LL.M.号を取得。1981年4月～1982年第二東京弁護士会副会長、1991年4月～1992年4月環太平洋法曹協会(IPBA)初代会長を務めた。2001年5月に最高裁判所判事任官。2006年5月に退官・弁護士再登録後、森・濱田松本法律事務所の客員弁護士となる。その後、2011年6月　日比谷パーク法律事務所に移籍。現在、NPO法人　朝日カウンセリング研究会　会員、京浜急行電鉄株式会社　社外監査役、一般社団法人太陽経済の会　会長、日本コアパートナー株式会社　社外取締役、日比谷パーク法律事務所　客員弁護士、くにうみアセットマネジメント株式会社　社外取締役、エスアイピー・フィナンシャル・グループ株式会社　社外監査役、ストラテジック・アイアール・インサイト株式会社　社外監査役を務める。

Human Rights Now presents

“Talk event ~ Foreign Perspective on Freedom of Speech in Japan“

Recently, the government and ruling party in Japan have escalated their interference over the media. For example, the ruling party summoned managers of the major broadcasting companies to inquire about the content of their TV programs claiming that the programs “distorted facts”. Also, a MP of the ruling party suggested that the government “has authority to suspend broadcasting of TV stations if they distorted the facts. The series of such actions have raised serious concerns over the freedoms of press and expression and the right to access information in Japan.

Moreover, the Abe-administration railroaded security bills that contradict with the Constitution and expand the role of the Self-Defense-Force despite the strong opposition from the public. In a democratic country, media activities and active and diverse discussions among civil societies play an important role of checks and balances restraining the power of authorities. And history shows that restriction on freedom of press and speech is always the first perilous step toward blind nationalism and political mistakes including waging a reckless war.

As the freedom of speech in Japan seems to continue to be threatened by the pressure from the government and ruling party, civil societies and the media, whose role is to watch and control the authorities, need to raise their voices against this restriction.

Human Rights Now, a Tokyo-based international human rights NGO, this time invites professionals from foreign media to speak at a talk event to discuss current situations surrounding the freedom of speech in Japan from foreign perspectives.
